Virtual Phone Number in Japan: What Foreign Founders Actually Need

You have been told you need a Japanese phone number, and the vendor sites make it sound like a five-minute purchase. The number you get in five minutes is a 050 number. It carries no location, it cannot receive SMS, and it is the number your bank application and your Google listing will struggle with.

The Tokyo 03 number those same sites advertise takes 15 to 25 business days on a first order, and none of them explain why.

This guide covers what each Japanese number type signals, which documents legally require a number, where a 050 number gets refused, what the real options cost, and what changes on 1 April 2027. All pricing was checked on 31 August 2026.

What counts as a virtual phone number in Japan?

A virtual phone number is a number that is not tied to a physical handset or a copper line, and it usually pairs with a virtual office in Japan as part of the same setup.

In Japan, three different products are sold under that one label:

• An IP telephony number on the 050 prefix
• A geographic number such as 03 or 06, delivered over IP instead of a physical line
• A forwarding or answering arrangement, where a provider’s number rings and the call is passed to you

These three have different legal treatment, different costs, and very different credibility with Japanese counterparties. Treating them as one product is the mistake that costs founders the most time.

The Ministry of Internal Affairs and Communications issues geographic numbers under strict conditions. The line must be directly accommodated, call quality must match a fixed line, emergency calls must work, and the number must correspond correctly to the location it calls from.

That last condition is the entire point. Because a 03 number can only be issued against a verifiable Tokyo address, it tells a Japanese counterparty that someone with a real base in Tokyo stands behind it. A 050 number carries no location and communicates nothing about where you are.

Where you actually need a Japanese number

Four documents, four different answers. The vendor pages blur them together.

Company registration. No phone number is required. The registration application, the articles of incorporation and the seal certificate do not ask for one. If a provider implies you need a number before you can incorporate, that is a sales line. Work through the company registration steps first.

Tax office notification. The corporate establishment notification does have a phone number field. A mobile number is accepted where the company has no landline. This is the first point where you genuinely need something, and your own mobile satisfies it. The detail sits in the guide to filing your tax office notification.

Corporate bank account. This is where the choice starts to matter, as covered in the next section.

Your website. Under the Specified Commercial Transactions Act, an online seller must display a phone number that is actually reachable. A mobile number qualifies. A virtual office number qualifies, subject to conditions on reachability and on responding to disclosure requests. Reachable is the operative word: a number that rings nowhere fails the duty no matter which digits it starts with. If you are selling online in Japan, this obligation applies from your first sale.

Where a 050 number gets refused

Bank positions, checked August 2026. Confirm against the current application form before you rely on any of them.

• Rakuten Bank. The corporate application form states that mobile and PHS numbers cannot be used. A 050 IP number is accepted as an alternative. This is reported consistently by applicants rather than published as policy.
• SBI Sumishin Net Bank. Mobile numbers have been accepted on corporate applications since 27 July 2018, a change introduced specifically for newly formed companies without a landline.
• MUFG, SMBC and Mizuho. None of the three publishes phone number criteria for corporate accounts. What is documented is the underlying logic: a 050 number carries no location, which makes it weaker evidence of an operating base than a number tied to your registered address.

SMS is the harder limit. 050 numbers do not support SMS, and Japanese banks, apps, and online services block them for verification codes. Any service that sends a one-time code by text is unusable on a 050 number.

Google Business Profile verification requires you to answer the call or receive an SMS directly. An auto-attendant never receives the code. A 050 number that rings straight through to your app works fine. The same number behind a menu system does not. Postcard verification takes 5 to 14 days as a fallback, which matters if you are working on Google Business Profile in Japan.

Why does an 03 number take longer than the ads suggest

Two structural reasons, and neither is bad service.

Location. A geographic number must correspond to the place it calls from, so any provider issuing you a 03 number needs a Tokyo service address on file. CloudTalk, to take a documented example, requires your company name, a Tokyo service address, business registration, ID, and proof of address, and quotes 15 to 25 business days for a first order, against 1 to 2 days for additional numbers on the same account.

Identity. Call forwarding and telephone reception agency businesses fall under the Act on Prevention of Transfer of Criminal Proceeds. Providers must verify customer identity, create and retain verification records, and report suspicious transactions. Breaching those duties carries up to two years’ imprisonment or a fine of up to three million yen. Call forwarding separately requires notification under Article 16 of the Telecommunications Business Act.

The reason is history. These services let a user conceal their operating base and inflate the apparent scale of a business, and they were used repeatedly as fronts by wire transfer fraud and illegal lending operations. Where a human operator handles the call instead of automatic forwarding, the forwarding rule does not apply, which is why answering services sit in a different regulatory position from pure forwarding.

So when a provider asks for your certificate of registered matters before issuing a 03 number, that is the law working.

Accurate as of 31 August 2026. Tax treatment differs by row and is labelled, because Japanese vendors publish inclusive and exclusive figures interchangeably, and comparing across the two produces a wrong answer.

One warning about older advice. SMARTalk, the free 050 service that every guide used to recommend, closed on 28 February 2025. 050 Plus stopped accepting new applications on 26 June 2023. Any article pointing you to either is out of date.

What to actually do. If you have a physical office, take Hikari Denwa and stop reading. If you do not have one and you need to look established in Tokyo, 03plus solves it without construction. If you are still overseas and cannot supply a Tokyo address, take a 050 number to get moving, and plan the geographic number for after you have secured space.

What you need to sign up for, and what changes in April 2027

For a geographic number, providers ask for your company name, a Japanese service address in the matching area code, your certificate of registered matters, ID for the representative, and proof of address. Have a seal registration certificate ready as well, since NTT requests one from corporate applicants on toll-free orders.

Then there is a deadline worth planning around.

Amended enforcement regulations under the anti-money-laundering law take effect on 1 April 2027. The photo submission method of remote identity verification is abolished. From that date, remote verification is in principle limited to reading the IC chip on an identity document; in practice, a My Number Card read by smartphone through the JPKI public certification service. Public comment closed on 29 March 2025.

For a non-resident founder, this matters more than it first appears. A My Number Card requires a residence card and a registered address in Japan. If you intend to open accounts and take services remotely from overseas after that date, complete your identity verification before it, or plan around having a resident representative. One caveat on the visa. A virtual office is not accepted as business premises for a Business Manager visa. Immigration requires an independent, dedicated space clearly separated from other businesses and from residential use, and free desks and coworking without a private room fail the same test. No phone number changes, which is one of the Business Manager visa office requirements that catches founders late.

Mistakes that cost founders time

• Buying the number before registering the company. Providers want your certificate of registered matters, which does not exist yet.
• Assuming 050 is a straight substitute for a landline. No SMS, no location, and both of those show up at the worst moment.
• Putting an auto-attendant in front of the number before Google verification. The code never arrives. Verify first, then add the menu.
• Following advice written before 2025. SMARTalk is gone, and 050 Plus is closed to new applicants.
• Treating a phone number as visa office substance. It is not, and Immigration will say so.
• Comparing tax-inclusive prices against tax-exclusive ones. A 10% error is enough to pick the wrong provider.

Frequently asked questions

Do I need a Japanese phone number to register a company in Japan?
No. Company registration does not require one. The tax office notification does, and a mobile number is accepted there.

Can I get a Japanese phone number from overseas?
Yes. Foreign VoIP providers issue Tokyo 03 numbers from abroad, though they require a Tokyo service address, your business registration, ID, and proof of address, and the first order takes 15 to 25 business days. A 050 number is available far faster.

Will a 050 number work for my corporate bank account?
It depends on the bank. Rakuten Bank accepts 050 while refusing mobile numbers. SBI Sumishin Net Bank accepts mobile. The megabanks publish no criteria, and a number tied to your registered address is stronger evidence of an operating base.

Can a 050 number receive SMS verification codes?
No. 050 numbers do not support SMS, and Japanese banks and online services block them for verification. Keep a mobile number for anything that sends codes by text.

Is a virtual phone number enough for a Business Manager visa?
No. The visa requires independent, dedicated business premises. A number and a virtual office address do not satisfy that requirement.

Do I have to publish a phone number on my website?
If you sell online in Japan, yes. The Specified Commercial Transactions Act requires a reachable phone number in your disclosure. A mobile number qualifies.

What happened to SMARTalk?
It closed on 28 February 2025. LaLa Call at 110 yen per month and my050 at 550 yen per six months are the current low-cost 050 options.

Can I keep my number if I switch providers?
Geographic numbers port between carriers under number portability. 050 numbers issued by IP telephony providers generally stay with the provider that issued them, so treat a 050 number as temporary if you expect to move.
